Where is the best starting point to start rigging? I am starting to do the rigging on the USS Constitution, am not sure where to begin? Any ideas will help.

I believe most people begin on the masts and bowsprit before they are installed. Usually most people work from the inside out, standing rigging then running rigging. There are many fine build logs here, some with the constitution. I suggest you look at those. There are also many you tube videos discussing ship rigging that should be of help.

Rig the blocks to the tops and yards before you secure those tops and yards to the masts. There was a specific order of dressing for the masts and yards that works really well for a model, same as it did for the actual ship. From James Lees' The Masting and Rigging of English Ships of War, page 158. While the Constitution may be rigged a bit differently, the order should still apply. If you have any questions about the ship in general consider contacting Kate Monea, manager of curatorial affairs at the USS Constitution Museum.
