I’ve been looking for a 3mm to 4mm flat file (not diamond grit). I’ve looked at many a the descriptions mention the hank but not the exact measurements of the file itself.

Any idea? Flat 3mm or 4mm file?

You can always buy any wider file and have it ground off to have 3 mm width. I grind off my files all the time when I need a file of special configuration. If you grind off a side of a flat file you are getting a benefit of having one side blank. This is useful when you must grind off a surface in a rectangular hole and you do not want to damage a vertical hole surface. The files are cheap on Amazon.

Are you looking for 3 to 4 mm width or thickness?
Check out the Pfeil needlefiles

the flat is 5mm width and 1,3 or 1,4mm thick, depending on the grid of the file

3mm to 4mm flat. I just can't locate anything off the shelf. I'll take and bigger one and grind it down as YT mentioned above.

Yes you'd think you could find one. I not as of yet. I even emailed Micro-Mark and heard nothing back.
