In a French ship of first half of the 19th century, would these be wood or metal? I read about futtock staves being possibly covered with leather.
I need to decide which colour to finish them.

Not knowing it completely, but I would think, that at this time they used already a metal stave - so I guess black would be correct

Black would work for wood or metal...for metal staves the choice is self evident. For wood, black would represent the heavy coating of water proofing tars akin to that applied to standing rigging. Well...technically a very very dark brown...but at scale black works...
