What is this flag? Obviously the cross of St. George, and the remainder? Is this the Dutch flag (twice) if hung the right way up? Were the English and Dutch sailing under the same flags in the 16th century?

I concur, a very nice model indeed. You might look into correcting the flag,if a fix would not be too difficult. With some careful forethought there is usually a way.
