In summary...the bulkheads need to be sanded so that a plank lays smoothly along each bulkhead point. Use a sanding block to angle the edges of the bulkheads. Use a strip of planking wood to dry fit the angles.
The best advice I could give is use the longest sanding block you can find.I have a 12" Permagrit block and convex 12" permagrit files specifically for the job.This makes it easier to find the high spots.
