I just watched a video of person gluing already painted acrylic parts without scraping down to bare plastic with Liquitex matte medium has anyone ever used this way before.
 
I have glued small parts to acrylic paint with Matt medium.
It works fine as long as there is no tension put on the glued on part.
And it dries quickly on a warm day.
 
Acrylic paint does not have too strong bond with wood and very weak bond with metal. If you glue separate parts painted with acrylic, even with very strong adhesive, expect that parts can be very easily separated. Paint will fail first.
 
Matte medium won’t make a mess of the existing paint job the way those plastic glues do. I use matte medium to seal bare wood. It’s a nice surface to paint over.
