Anyone familiar with looper pliers? They are available on Amazon. Put in a piece of wire close the handles and you get a perfect loop. 1.5, 2.25 or 3mm are the only sizes available..

I wasn't sure if it was okay to post a direct link but just search them on Amazon.
 
Yes, we are aware of such a tool. We just recently discussed making the eyebolts, and someone brought up the existence of the tool to automate the process. Unfortunately, the tool cannot make the eyebolts for small scales.

It is OK to post a direct link for others' awareness.

And smaller loops will be done with smaller wire diameters, which calls for different tools. Long-nosed needle nose pliers or jigs made from dowel pins. And a judicious amount of solder if that's the route you undertake. All in an effort to remain in scale.

I own different types and sized looping pliers.The below given is my favourite one
