SOS site menue bar

A comment from me and a related question to the admin staff concerning "Forums" on the menu bar of the SOS site:

I noticed while scrolling down a plus sign is added to the right of "Forums" when the menu bar hits the top of the screen under the browser bar. See photos below!
The plus sign contains useful additional functions to filter the data searched.
Is this deliberate or just a quirk of the programming and is there a way to have the plus sign next to the "Forums" permanently active on the menu bar?

PS I see this applies to all the menu items whein it's active, i.e. clicked on!

Thanks for your reply. I forgot to mention in my original post that the plus sign only appears to the right of the active menu item when it hits the top of the screen below the browser bar when scrolling down. Otherwise the plus sign is invisible.
