What tool to use for shortening bolts on the Norwegian pram?

Hi all,

I am attaching the stay plates and gudgeons to the Pram model and find that the provided bolts are too thick for the holes in brackets, or the #71 drill hole. The instructions say that the bolts are to be shortened which I can do with clippers, but I am at a loss as to how to get them to fit in the holes without destroying anything.

I have two ideas about this:
1) buy a dremel and file down the nails to a acceptable diameter
2) source some smaller bolts

Any advice would be appreciated, either on the dremel to purchase or where to find the appropriate brass parts, or if there is a more clever solution.

I simply glued the stay plates and gudgeons to the Pram using CA Glue. If you wish you can cut the nail heads off and glue them on to the plates so ti looks as if they were nailed in.
