Yes, home made. Looks like a cabin cruiser.
Definitely home made, representative of of cruiser style from the late 50's to early 60's. I would guess it was built as a childs toy due to its' flat bottom for pushing on the floor or ground. If it has any scares on the inside or bottom indicating that it was intended for operational, maybe unfinished, otherwise a toy for a lucky child.
No matter the identity…you could have a lot of fun doing a scratch detailing job on it and transform it into a wow model!
