What's the difference between a Jeer and a lift (aside from where they are located)?

They are both for raising and lowering the yard, aren't they?

I believe that the Jeers raise and lower the yards and are connected at the middle of the yard but the Lifts are connected to the outer end of the yards and for want of a better word they Tilt the yards, maybe someone else has a better explanation,
