Preiser do packs of excellent figures in a variety of scales including 1:200.
Though they are 'Z' scale railway figures, it's surprisingly easy to disguise this with paint and a little effort.
They seem expensive, but at that scale you do get a lot of well rounded little people.

Shapeways has many scales of small sailors available. I just got about 60 1/96 scale sailors for my 1/96th scale USS Obannon,DD450. Many different poses.

Of course scale difference that is close, could be the difference in tall or short people who may be overweight or skinny, depending on how scale is difference.
A 6'6" person in 1/87 might work for 5'2" in 1/96.
