What ship do you want them for?I am interested in 1:64 figures. A group of sailors on deck while navigating shallow water, including a sailor taking a sounding.
The ratlines are about 5-6 mm vertical distance from each other in 1:72 scale. Any of the main or topmost spars with horses hanging about 1.3 cm below the spar (3 feet in 1:72 scale, so a man’s waist would be even with the spar while he’s standing on the horse - footrope)What is the distance between ratlines in mm?

A leadsman where we can supply a line and rig a safety harness sounds ideal. Often a little platform was stuck off the side for the leadsman. AFAIK, taking soundings involves a leadsman, a reserve leadsman, a midshipman or crew member to relay info to the pilot and a pilot.What ship do you want them for?
The sounding sailor if I make one that you can drill the hands to insert a line like I show below will that work? How high is the railing where you want him leaning over is from the deck?
