Good evening SoS,

I reached out a few days ago about ordering a Bluenose kit from YuanQing and just received this email. Can anyone in the US that ordered from YuanQing help with this issue?

“Hello, sir! Thank you for your love of the Blue Nose product. The U.S. government has officially enforced the new regulations since July 8th. The purchaser needs to personally declare customs clearance, that is, the declaration of the HS CODE (Customs Code). Only when you successfully apply for this code can we proceed with some subsequent shipping matters. Therefore, you need to declare it first. The declaration process can only be completed by you personally in the local area.”

I am happy to complete any U.S. customs requirements. However, as I understand it, an HS Code is the product classification assigned by the exporter, not something the importer applies for.

Can anyone clarify exactly what they need from me? Do they need an importer identification information for U.S. Customs? Do they need me to hire a customs broker? Or are they asking me to provide the HTS classification for the model ship kit?

Hi, I think that new regulation does not apply to ship model kits but I maybe wrong, who did you reach out to buy the Bluenose?

HS/HTS Code 9503.00 is the international classification for toys, dolls, and recreational models. This category encompasses wheeled toys (tricycles, scooters, pedal cars), dolls and dolls' carriages, other toys, scale models, puzzles, and their parts and accessories.

The tariff is 10% for the products from China to US or in general from everywhere, I always use 9503.00.00 only

I used 9503.00.00.90 as there seems to be a dramatic distinction between .90 and .73 that triggers third party safety testing where .90 does not.
 
Well.. golly.. I sent them yet another change... This needs to be documented and saved. Hopefully this does not change dynamically by the Government of the US..

It's not, actually. I've been shipping goods all over the world since at least 1996, and the HTS system works very well. Even as a kid, in the 70s and 80s, I used the HTS system to reclaim duties on imported goods in my dad's textile business.

You just need to find the numbers that work for you and stick with those. I prefer to use the long numbers, but if someone has been successful with the short numbers, then that works, too.

With AI these days, one can get the HTS numbers very easily. Way back in the Olden Days, one had to head to the port to look up the codes in huge books.
