I ordered a kit from Vanguard. Recommended supplier I read about in Ships of Scale magazine. I have to pay duties to get delivery. Is this typical?

Absolutely. One of the reasons from me (in France) to order a Vanguard model from Germany
Yes ,most likely 10% Tariffs
Yes, and you know who to thank for this.
The only way to get around it is to order from a US based supplier, but then the Trump Tax tariff is probably already included in the price.

The confusion is unfortunate as there are internationally recognized terms that cover these situations. Kit manufacturers selling across national borders would do everyone a favor to learn and use them in describing their terms of sale.
