Finding official free drawings can be tricky, but there are a few very good commercial options available designed specifically for model builders.
You might want to check the H.M.S. M-15 Plans by Paul Freshney, which include detailed side elevations, hull lines, and superstructure views.
Another great reference is the HMS M15 Card Model Kit by WAK Publishing (1:100 scale), as paper model sheets can often be used as an excellent template for scratch building. [1, 2]
If you are searching online, try using the English terms 'M15-class monitor ship plans' or 'HMS M15 builders drawings'.
