Need help to identify this model ship kit

Does anyone know what this ship is or the model kit info ?

I got this mystery destroyer model kit without any instructions manual, kit info or manufacturer from an auction lot.

It has a unique rudder which It indicates a 1/600 or 1/700 two funerals destroyer from WW 1 or the intern war years.

The spruce numbering seems to be used by eastern European model manufacturer.

Any information will be greatly appreciated !!

that model looks pre-ww1 possibly German, Italian, Austrian or Russian.
