Maybe you explain a little bit more what you mean with "to rig the spars main up or royals down"?
Do you mean the height where the yard arms are installed? There is a difference if the sails are installed or not - without sails the yard arms are lowered
It sounds to me like he's asking do you rig the lower spars first and work your way up the mast or rig the top spars first and work your way down the mast.

I agree with Polydoc to start low and work up. I also try (operative word “try“) to work the running rigging from close to the mast outward to the rails. It helps me from getting my fat fingers tangled in the rigging …
One more suggestion since you are new at this. Try to get as much rigging as you can on the masts and yards before mounting the yards. It's tough to add blocks, foot ropes, etc. once the yards are in place.
