do it on the sticky side of masking tape or painters tape and then put diluted white glue on it. Then you can take it off the tape and it will retain its shape.

Here is a wonderful video from Olha Batchvarov showing her rigging the cannons for a ship. As Corsair suggested she uses sticky tape. However the trick she uses is to use a round form and coil the rope from the outside in, which I find much easier. I think her video is well worth watching!
