If it is in Chinese, you might have to have some type of OCR (optical Character Recognition) software "scanner" that can do this for you. I would google and see if you can find a handheld OCR that you can scan the instructions with.
Check this link out. It is software that it seems you load it into your phone. Take a picture of the document and it automatically reads it and possibly converts the language. I had such a scanner on my phone - but I can't remember it - I have to look that one up. It scanned the page and you can choose which language to convert to.
