A very interesting tool - could be very helpful to hold small pieces and wire during work 
Hello Donnie, this seem to be a jeweler's vise, it can be purchased in jewelry stores (for the most part)
Never seen one of those before,but I can think of a thousand uses.May have to invest in one now I know they exist.
