The line you point out is a footrope used when worling the mizzen/gaff sail. They are called "crane lines." Here is the definition from my "Eagle Seamanship: Square-rigger Sailing"" handbook: "CRANE LINES - Athwartship cables for men to work between the shrouds. ....similar to ratlines."
