Cork or Homasote works well to hold pins.
Maybe a sheet or part of a sheet of balsa or other soft wood.

I USE THE WHITE POSTER BOARD GREAT FOR STICKING PINS IN. GOD BLESS STAY SAFE ALL DON
Homasote as mentioned above. You can get a self-healing table cover from a drafting supply store.

also, what about foam core
I found some 1/2" thick cardboard that was large enough to use as a build board for a stick and tissue airplane and am now using t for my Cutty Sark model. Works great and cheap. Find some place that sells corrugated boxes to get this size.
