When the blackening process occurred, the chemical reaction between the brass and solution happened, so the second time it may not going to work. You may try to dilute this solution with water (experiment) before use. I use a different solution called 'Brass black' and always dilute it with water 1:1 proportion
You correct on the diameter of the brass wire for the axles. I drilled out the hole in wheels slightly to make fit. I had to press the wheels on with a vise after drilling so I had a very tight fit that did not need any glue. The paper clip idea was brilliant.Step 4 : assembling (cannon carriage & weels)
First cannon then weels.
The brass wire provided to assemble weels is too large, I replaced it by paper clip.

Sometimes working on smaller components and items is a good relaxation and step back from the ship model itself which may allow new thoughts as to how to better proceed in the best sequence.
