That's scratch built, but it's hard to tell because @oldflyer fashioned it in the style of the rest of the model so well.That lifeboat framing is that custom or part of the kit?

But! need to change the anchor - as much as I like it - it's just too big and looks out of scale. Purchased that other one - hmmm looks to
be better scaled but weak looking by comparison, and is missing its customary grappling hook bits. Will make a wood stock and paint the
shank black - TBD

Make the grapnel style anchor out of "J" shaped brass wire, glued together with CA, and painted black. To make the barbs at the ends, smash ends of the wire segments flat into round, flat shapes, then file them into triangles to form the arrowhead shaped ends. Do that before you bend them and glue them together. Form the eyelet at the top of the anchor by having on of the 4 wires longer than the others, and use that extra length to form a loop for the eyelet. Attach the anchor to the chain and Bob's your Uncle! Thanks for your advice. The Grapnel anchor comes in 20mm - no smaller - I had checked with that source (though your link did not contain any product)
That other one that I just got is 15mm-better scaled…IMO
Regarding the chains - I’m tempted to live with the existing one. I have several Kilokits chains that I got for the carriage capsquare retaining pins - but are all, obviously, much too small. Most of their chains are intended for plastic warships - I did purchase examples of all of their three size chains. All too tiny for this purpose.

That silver one in the first image might work with that smaller to be detailed 15mm anchor. Work still in “mental progress” I'll blacken the chain as well... forgot that I had one piece leftover
