That looks like something Doc K would have laying around, a nice dental pick to hold lines.

I was lucky in my Military Duty, working Medical Supply, I had friends in dental and surgery clinics who donated broken or damaged tools unfit for human use. I was also able to get many hemostats from disposable suture kits, and the sterile supply shop would clean them up for me and give them to me.

That was a nice source for ship building Tools.
 
Our ER guys called the throw away kits Pakistani Stainless, as that is where the kits tools come from, good for use, but didn't stand up to multiple re-sterilization processes, so they were once and done for medical uses. Most kits had hemostats, tweezers and single use scapples which I didn't get. They would last 6-9 months of model use before joints failed or they wouldn't stay locked, but for free not bad use.
