I am a few hours from finishing my Amati Vanguard,,, I am looking for some higher quality flags to put on her, the ones provided in kit are almost like cardboard (very stiff and flat) does anybody now of a place that makes nice cloth flags/pennants at the correct size?

Beautiful Model , with all your skill you should have no problem making your own flags. My method is simple, make them out
of thin sheet of copper or brass. Cut the size of your flag , leaving room to turn over an end to hold your flag rope , then paint
paint the flag on both sides you can show the flag with a little furl in it by using a pencil . What is your email so I can send you
a photo of one of my flags .There is no need to for buying flags .

Check the internet with a Google search. There are many flag images out there which can be captured with screen shots. Copy and past them into Mac Pages where they can be then be sized to fit you needs. Print the sized images and paste clear packing tape on both sides of the image. Then the flags can be curled by wrapping them around a pencil to give them a very realistic appearance.
 
HiS Model in Czech Republic has a variety of flags. Perhaps one of the sets for HMS Victory might work: FLAGS

Does anyone have any suggestions on cloth flag treatment to give them shape and stiffness so to give it a flying flag look? I’ve tried using white glue which dries clear but not stiff enough.
 
Spray-n-Bond fabric stiffener worked for me.

Form ripples using dowels while drying flag with hot air gun. Use pictures of real flags to learn the direction and depth of the folds, which are mostly diagonal. The weight of the fly end of the flag tends to cause it to fold over more deeply.

The get about as stiff as paper. Fabric stiffener will not allow a long streamer to support itself for its entire length. For flags, which are short in length, appearing to be supported completely by wind is not a problem. It is a problem for streamers, however. In the example below, the stiffened streamer was glued to the running rigging in two spot to give the impression of being supported by the wind. The spots were carefully chosen so the weight of the streamer does not deflect the line, ruining the impression. The stiffened cloth was able to support the curves on its own, but because of the way it was attached to the mast, it could not appear to be flying by itself without other support.

If you want the streamer to fly straight out, away from the connection at the mast, as if in a high wind, you'd have to support it with micro fine wire attached along the top of the streamer, but that is almost impossible to hide. So, supporting wire for a flag or streamer is seldom used. It may be possible to carefully glue the edge of the streamer to the wire but would be a delicate joint. The wire would have to be attached to the mast in such a way that it will create a firm joint and support the weight of the entire streamer, quite a difficult prospect. Making a convincing streamer which appears to be supported entirely by wind requires some clever fabrication.
