I am pretty sure, that also the boat of the Volage had a rudder blade - the one drawing is showing the side of the ship with the boat.
When the boat was stored on the deck of the ship movable parts were dismantled, so also the rudder with tiller and stored and fixed often inside the boat (like the oars, mast and sail of boats...
