Sandwich the spinning dowel between TWO hand held sanding blocks on either side to the side force on the dowel is balanced, and you won't break the wood.

I used a lathe with a collet system. With calipers to measre the diameters, I turn reference lands the taper with micro (EZ Tools) gouges to taper. Follow with careful sanding while still on the lathe.
