Try thinner coats.
They were pretty thin, Roger. I scraped it off and redid it with some success. If I went on bare epoxy that I had sanded, no problem. It was only on the primer that it puckered. I would have thought it would be the opposite effect.
I use automotive primer for most everything, but I have found some brands leave a texture like 120 grit sandpaper, or the stuff I get at the local auto store here that seems to need a super thick coat to get complete coverage.

It is an enamel spray. If I sand first, it doesn’t seem to be a problem.

I'd change primers. You shouldn't tolerate paint/primer incompatibility. It's truly annoying when it happens.
Vic ,that so called "orange peel" texture generally happens when the bottom coat was not 100% dry. The surface may feel dry and ready for the next coat but still may be a little soft. I agree, leave the primer coat a couple of days to ensure completely dry. If this still happens your paints are not compatible.
I’m building the superstructure now. Who knows what part goes where? I have a few pictures and instructions, but most of the numbers have worn off.

I really do have a balsa puzzle. I’m isolating larger pieces I can identify and placing them in containers that have parts for the four levels of the superstructure. After I have sorted them out, I’m hoping I can suss out the smaller parts that fit. If I can’t, I may have to manufacture some little pieces. It will be an adventure, Grant! I made a door using veneer and wires. This is the first coat.
What kind of primer was it? I've recently had something similar happen with Rustoleum 2X

Balsa is like a sponge. Basswood is a close second. It’s not the paint, it’s the wood.
When you make a ship that's supposed to be steel out of wood, you have to choose a wood that has a tight grain. Basswood and balsa are VERY open grained woods. Hiding that grain is difficult even with self-leveling and gap filling primer. Obtain some maple hardwood and fabricate the parts from that. It has a fine grain and is readily obtainable. Avoid walnut and mahogany.
This door is so little, no one will even notice the grain. It’s mahogany.
