Sounds like your primer is the issue.
Perhaps find another brand of primer.
I use a high build primer that I buy at NAPA auto parts.
Made by Duplicolor.
Hasn’t given me any issues.
I also let it dry for 2 days after spraying it.
 
I use automotive primer for most everything, but I have found some brands leave a texture like 120 grit sandpaper, or the stuff I get at the local auto store here that seems to need a super thick coat to get complete coverage.

One question: are you shooting acrylics over the primer, or enamel?

It is an enamel spray. If I sand first, it doesn’t seem to be a problem.
 
Vic ,that so called "orange peel" texture generally happens when the bottom coat was not 100% dry. The surface may feel dry and ready for the next coat but still may be a little soft. I agree, leave the primer coat a couple of days to ensure completely dry. If this still happens your paints are not compatible.
