I might "cheat" and glue the beams to the underside of the deck and fit it as a 1 piece
Some folks seem to do well with this kind of assembly so why not give it a try. I have never been able to get it work, but that's just me. For 17th century ships the deck planking would go in first then the spirketting then the waterways so a pre-assembled deck could work and for 18th century ships the waterway and the deck planks go in, followed by the spirketting so the preassembled deck with the waterway could work as well. The below is from The Construction and Fitting of the English Man of War by Goodwin, page 44.

Thanks Allan I am coming to the same conclusion... I might "cheat" and glue the beams to the underside of the deck and fit it as a 1 piece .. nothing can be seen when the bulkhead is fitted

With the bulwarks sloping inwards is likely to work? Even assuming you can make the deck planks and beams into a perfect sub-assembly off the ship, surely that’s going to be tricky.
 
Looking at Alan’s diagram, if you use the ‘beam support to align the beams, as the diagram in your instructions indicates, the upper, straight edge becomes the spirketting. It IS a part of the real ship.

Thanks for the compliment but they are Peter Goodwin's drawings :). I wish I was that talented and knowledgeable. Regardless, the spacer plank would create a different order of assembly but I doubt most people would notice when it is all assembled. The below is my attempt at a sketch showing the spacer plank above the beams. The dimensions shown are from the 1719 Establishment list of scantlings for a 20 gun ship.

The beams are all fitted it's not "righthand Allan's drawings but it looks not too bad
As I have said I am not after building a perfect model of a particular time but something that looks reasonable and keeps me out of mischief!!

Good evening Andy. Way to go. Your Blanford is certainly turning into a way more than “reasonable “ POF admiralty model. As for keeping out of mischief……;). Cheers Grant
