Yeah, that's what I tried. Maybe I need a bigger bit. I'll try it with one. Can't hurt, unless I drill through the wood and into mu knee.

I tried the bigger bit and it worked okay. Now I’m cutting the tops and bottom of the bulwarks, and they’re going cross grain. Getting some breakage. No easy way of doing this.
I hope it works out for you. Possibly a key to the technique is using a sharp knife blade with a good point on it.
I just had the Admiral pick up a new pack of blades for me.
Pieces broke apart. I don’t know if it’s the quality of the wood or the age. I had to reconstruct using glue.
It was a chore , but I got most of the bulkheads in. I sanded the front to make the bulkheads flush with the solid hull. 
I suppose every new knife blade has to be properly blooded.
Now that I’m looking at it, the bowsprit will be raked way too high. I guess I’ll have to try to bring it down a quarter of an inch.
I think Billings Boats made their first kit around 1958!
Anybody know what kind of boat this is? I’ll be looking for plans. Maybe a scratch build if I can’t find a kit.

I know it’s a fishing boat, outboard motor, center console. But it looks like you figured it out.

The top rails are turning out well, but I had a lot of breakage at the bow where I had to cut across the grain. It didn’t matter how careful I was or how sharp my blade was.
Another problem with the wood: the channels require slits cut into them for the deadeyes and chains. Unfortunately, the wood is fragile and tends to break between slits.
My solution is to cover the channels where the slits will be located with ca glue to harden the area. Then I can safely cut the slits. The cutting actually goes easier as a bonus.
