To be honest, I didn't even bother using wood curls to fabricate the mast hoops. Instead I followed @Peter Voogt's lead and used a thicker white paper to cut and wind my mast hoops using diluted wood glue and sometimes a touch of CA. Admittedly, that worked surprisingly well.The staining is inconsistent due to the saturation of the pva glue.
The stained and white painted parts show the roughness of construction so I am thinking of painting the parts black.
Any suggestions or recommendations.

Left a higher (2mm) hoop, right the final configuration I used, 1mm high, diameter pending the intended location (lower- or top masts).
The only drawback; you can't put too much tension on the paper hoops, otherwise they deform.
