Terry if you look at this picture of the Chinese test build, you will see that Frame #49 almost touches the bevel line on Part #18. Judging by this, I would say that your frame needs to be seated slightly deeper.

Hi Terry,
I think the (bottom) tips of the frames /|_|\ should touch the begin of the rabbet. Otherwise the hull planks of the starboard port side will not nicely slice into the rabbet.
Otherwise: where is the rabbet for?
But perhaps @Heinrich can conform this.
