Nice work! What were rudder chains for? They are too loose to be used to cause movement; were they to limit full deflection? Yours seem too long for this purpose too!
The rubber chains are correct Jimmy, they are meant to hang like that.
I believe the chains are there to prevent the loss of the rudder if it becomes unshipped.

Yes those chains are to avoid to lose the ruder that will be impossible to replace
Having once lost the rudder from a dinghy in an offshore wind in the North Sea, I agree it is a sub-optimal situation! How they would get it back on at sea I have no idea.
Will you ever get it out of the room?
This model shouldn't be in a museum, it's so realistic, it should be in a major motion picture.
