Good point.... They are parallel to the channel which is parallel to the waterline... I think, now I'm questioning myself.... The second picture is what I used to practice making the knots, it doesn't go on the ship. I used extra shroud lines and then tried various threads to figure out what I would use on the ship. They look like they are parallel to the deck...I am not sure, if you prepare / install the template for the ratlines in the correct alignment.
The rat lines should be parallel to the waterline - from the perspective of the photo it is not visible, so therefore ignore my comment if it is like this
